Mustafa Güleç Erkılınç was born in Tarsus on 01.02.1959 and has 4 siblings. He completed his primary and secondary education in Tarsus and went to Ankara for high school education. He graduated from M. Rüştü Uzel Chemistry Technical High School as a Chemical Technician in 1977.

After receiving one year English preparatory education at Ankara Hacettepe University Chemical Engineering Department, he entered Ankara University Faculty of Medicine in 1979. He continued his education at Ankara University, Faculty of Medicine. He became a Medical Doctor in 1985. He fulfilled his compulsory service at Social Security Health Station in Afşin, Kahramanmaraş between 1985 and 1987. At the end of the compulsory service, he passed the first TUS exam and he started to work as an assistant at the 3rdSurgery Clinic of İstanbul Göztepe Training and Research Hospital.

He completed his residency in 1992, and was assigned to Mersin Social Security Institution Hospital. He retired in 2010 and started to work at a private hospital. He took office as a member of the board of directors of Mersin Medical Chamber between 1994 and 1996 and he took office as the president of Mersin Medical Chamber between 1996 and 1998.

He contributed to the establishment of Mersin National Powers Association in 1998. He was one of the founders of Medical Chambers Union of Southern Provinces and Mersin Anti-Nuclear Platform. He completed Public Administration Undergraduate Program of Anadolu University between 1998 and 2002. He has good command of English and is has intermediate level of  German.
